I use a makeup called everyday minerals. You can order the sample kit for free, all you pay is shipping which is like $3. You get 3 color choices and one brush. I have oily skin, so the matte or semi matte looks better on me.
Personally, I don't think most makeup lines make enough different shades foundation for Black women. I get mine custom blended from Prescriptives. I've heard that Elizabeth Arden's custom blend is pretty good, too.





As far as applying eye shadow colors goes, just experiment with different colors until you find a look you like. Browns are always a safe option, so are purples.
Fashion Fair is a good brand. Avon also has a line out it's called something like for women of color. Don't quote me, but it is probably good.
Try MAC Studio Fix and put it on with a huge blush brush.
Try Loreal's make up. They've got manuals to teach you how to put on make up based on different coloured skins...
